The Town of Clarksville is in the process of updating customer records.  A yellow flyer was mailed out to you in the last two weeks.  Please fill out the form and return to us. If you don’t know your customer number, you can leave it blank and we will fill it in or you can call our office and we will give it to you.  You may mail the information to P O Box 1147 Clarksville, VA 23927 or email:  arclerk@nullclarksvilleva.org.  You may also place it in the drop box outside of Town Hall.  If you have any questions, please call our office @ 434-374-8177.

Congratulations and thanks to James Puryear who retired after 40 years of

dedicated service to the Town of Clarksville.  James worked in the town

maintenance department and will be greatly missed.

Best of luck to James on a long and enjoyable retirement.   The Town

Council passed a resolution of thanks and congratulations at the August Town Council Meeting honoring James.

 The County of Mecklenburg is planning to gather public input on local community development and housing needs in order to complete a comprehensive, county-wide Housing Needs Assessment.  The purpose is to identify and prioritize future project areas eligible for Community Development Block Grant (CDBG) assistance.

When will I get assistance? This Housing Needs Assessment will only help the County and the Towns identify potential project areas for the next five years. The County and/or Towns must then submit a Community Development Block Grant proposal and compete for grant assistance with all other localities throughout the Commonwealth of Virginia. Therefore, completing this survey does not guarantee you will receive housing assistance.

 

Who is eligible for assistance? This program is only available to help low- and moderate-income (LMI) occupied homes (both renter-occupied and owner-occupied). Please reference the 2021 Income Limits from the first page to determine if your household is considered LMI. In the case of investor-owned homes, the tenants’ household income is used.

 

What types of housing repairs are typical? Housing Rehabilitation is not “remodeling”.  It is making improvements to your house that focus on necessary repairs to the roof, flooring, electrical system, heating system, plumbing system, foundation, doors, windows, etc. Other improvements include repairs to well and septic systems, installation of bathrooms when one does not exist, bedroom additions if a home is overcrowded, and handicap accessibility improvements for physically disabled clients. This program has maximum allowable cost limits that can be spent on each home depending on the work needed. If the home cannot be rehabilitated for the maximum allowable cost limit, the home may be substantially reconstructed. Substantial reconstruction consists of tearing down the existing home and building a new one in its place. Substantial reconstruction is only available to homeowners or residents with lifetime rights. The rehabilitation or substantial reconstruction work will be done using a 0% interest forgivable loan. Therefore, a five-year or ten-year lien (explained below) will be placed on the property upon completion of construction.

 

Will it cost me anything?

If you are a Homeowner – No. The loan obligation is forgiven on a monthly basis for the duration of the five-year lien.

If you are a Landlord – No. The loan obligation is forgiven on a monthly basis for the duration of the ten-year lien. However, you must continue to rent the property to a LMI tenant for the ten-year lien. You also may not increase the rent for ten years except to cover any direct increases in taxes or insurance. In addition, the rent plus utilities may also not exceed 35% of the tenant’s total household income.

Town of Boydton

Hull Street Housing Improvement Project – $1,002,500 – Completed in 2013

Activities included housing rehabilitation of 11 owner-occupied units and 7 investor owned units; substantial reconstruction of 3 houses, installation of gravity sewer and gravity line, neighborhood cleanup, debris cleaning.

Town of Chase City

Endly Street Community Project – Phase II – $1,396,216 – Funded in 2019

Activities include the rehabilitation or substantial reconstruction of 13 homes, demolition of one vacant residential structure, and improvements to sewer and drainage infrastructure benefiting 48 persons of which 92% are LMI.

Town of South Hill

West Main Street Community Improvement Project – Phase II – $1,274,962 – Completed in 2018

Activities included rehabilitation of 8 owner-occupied homes, 8 investor-owned homes, and substantial reconstruction of one home; installation of a gravity sewer line, and drainage improvements benefiting 50 persons of which 96% are LMI.

Town of Lacrosse

Pine Street Neighborhood Project – Phase II – $1,339,811 – Funded in 2020

Activities include the rehabilitation or substantial reconstruction of 8 homes, demolition of one vacant residential structure, and improvements to water, sewer, and storm drainage infrastructure benefiting 37 people of which 86% are LMI.
