Flag Retirement Ceremony – Saturday, June 15th – 10:00 a.m.

The Annual Flag Retirement Ceremony will return to “Pocket Park” located at the stop light in Clarksville at the intersection of Virginia Avenue and Fourth Street on Saturday June 15, 2024 @10:00 a.m.  Please bring any old, worn, faded or damaged US Flags to the Town Hall for proper retirement.  The Marine Corps League will be conducting the ceremony under the direction of United States Coast Guard Auxiliary Member Mike Cuykendall.  The public is encouraged to attend and participate in the ceremony.

Notice of Proposed Real Property Tax Increase

 

The Town of Clarksville proposes to increase property tax levies.

Assessment Increase:  Total assessed value of real property, excluding additional assessment due to new construction or improvements to property, exceeds last year’s total assessed value of real property by 21 percent.

Lowered Rate Necessary to Offset Increased Assessment:  The tax rate which would levy the same amount of real estate tax as last year, when multiplied by the new total assessed value of real estate would be $.23 per $100 of assess value.  The rate will be known as the “lowered tax rate.”

Effective Rate Increase:  The Town of Clarksville proposed to adopt a tax rate of $.28 per $100 of assessed value.  The difference between the lowered tax rate and the proposed rate would be $.05 per $100 or 21 percent.  This difference will be known as the “effective tax rate increase.”

Individual property taxes may, however, increase at a percentage greater than or less than the above percentage.

Proposed Total Budget Increase:  Based on the proposed real property tax rate and changes in other revenues, the total budget of the Town of Clarksville will exceed last year’s by 31 percent.

The effective date for the tax increase will be the Fiscal Year beginning July 1, 2024.

A Public Hearing on the proposed increase will be held on Thursday, June 6, 2024, at 6:30 p.m. in the Council Chambers located at 321 Virginia Avenue, Clarksville, VA

PUBLIC NOTICE

The Town Council of the Town of Clarksville will conduct a public hearing on Thursday, June 6th, 2024, at 6:30 p.m. in the Council Chambers in Clarksville to review the proposed 2024-25 Budget.  Citizens attending shall have the right to provide oral or written comments concerning the same.

RATES

  1. REAL ESTATE TAX LEVY: There is no proposed change to the real estate tax levy of $.28 per $100 of assessed value.
  1. PERSONAL PROPERTY TAX LEVY: There is no proposed change in the personal property tax levy of $1.65 per $100 of assessed value.
  1. MACHINERY & TOOLS TAX LEVY: There is no proposed change in the machinery & tools tax levy of $.38 per $100 of assessed value.
  1. BUSINESS LICENSE: There is no proposed increase in the business license tax levies.
  1. UTILITY TAX: There is no proposed increase in the utility tax.
  1. GARBAGE FEES: There is no proposed increase in the commercial and residential garbage fees.
  1. MEALS TAX: There is no proposed increase in the meals tax.
  1. LODGING TAX: There is no proposed increase in the lodging tax.
  1. CEMETERY MAINTENANCE FEES: There is no proposed increase in the Cemetery Maintenance Fees.
  1. WATER & SEWER FEES: There is no increase in the water rates or the sewer rates. The rates are as follows:

 

Water Rates

 

In Town:          $66.75 for the first 6,000 gallons

$7.79 for each additional 1000 gallons

 

Out of Town:      $132.94 for the first 6,000 gallons

$15.52 for each additional 1000 gallons

 

Sewer Rates

 

In Town:          $94.76 for the first 10,000 gallons

$14.19 each additional 1000 gallons

 

Out of Town:      $214.24 for the first 10,000 gallons

$21.75 each additional 1000 gallons

 

  1. WATER DEPOSITS: There is no proposed increase in the Water Deposit of $300.

 

BE IT ENACTED AND ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF CLARKSVILLE, VIRGINIA, that pursuant to Section 15.2-2506 of the Code of Virginia, the proposed budget for the fiscal year beginning July 1, 2024, and ending June 30, 2025, shown above shall be advertised for a period of one week in the newspaper.

BE IT FURTHER ORDAINED that a public hearing is duly established by Town Council to be held on Thursday, June 6th, 2024, at 6:30 p.m., in the Town Council Chambers at which time opportunity will be afforded to any interested citizen to be heard concerning this proposed budget.

 As adjoining or adjacent property owners to 606 & 617 Virginia Avenue (Parcel # 26434 & 22240), Clarksville, Va., you are hereby notified of the following:

The Clarksville Town Council and the Clarksville Planning Commission shall hold a Joint Public Hearing on June 6th, 2024 at 6:00 p.m. at the Clarksville Town Hall located at 321 Virginia Avenue to hear a request for the following:

  • Request by Patricia Charles for a Special Use Permit for the property located at 606 Virginia Avenue Clarksville, VA to open and operate an indoor entertainment facility with 6 virtual reality escape rooms.
  • Request by Patricia Charles for a Special Use Permit for the property located at 617 Virginia Avenue Clarksville, VA to open and operate an outdoor laser tag facility.
